Does Pacman have any authority above ground? Do his law enforcement powers go away when daylight is present? He's like the lord of the underground.
Remember that movie CHUD.... Canibalistic Humanoid Underground Dweller? He's kind of like that only he's like Crybaby Humanoid Underground Dweller or how bout SGUD Security Gaurd Underground Dweller?

We should make a cartoon where Kevin is chasing bad guys through the Subway. Off in the distance you can see the stairs and daylight. The bad guys know Kevin's authority is only in the underworld so they are frantically running for the daylight to escape.
As they run up the stairs they leap for the top step and Kevin takes one final desperate swipe at there feet. He misses...
The bad guys rejoice in the daylight as Kevin recoils from the sunlight and watches from below. He warns the bad guys, as he slowly walks backwards, back down into the subway... "You may have won this round but dont you ever step foot in my underground world again."
We could show action shots of Kevin speeding down the platform on his segway then leaping off of it and doing flying tackles on bad guys through the air...
Another scene of Kevin frantically blowing his rape whistle for back up when he's outnumbered
